I stopped gifting directly through Steam when this all started, but I am considering trying again with the summer sale that will be starting soon. It might be a good idea to bump this thread in a few days. The summer sale is supposed to start June 26th.
Edit: I changed my mind and don't think I am going to bother with trying to figure out sending games through Steam, I will just continue buying keys instead. I am in the US and the Euro is over 15%, so I would need to try and figure out what countries use the Euro and unselect all of those, plus the other countries over 15%? I'm not sure how to figure that out and I don't really want to block all those people from being able to enter. I think a lot of sites that sell keys like Humble, Fanatical, and GMG also have sales at the same time, so I will just check those instead.

While I understand wanting as many people as possible to be able to enter the giveaway, sometimes if I can't be bothered to figure it all out, I'll just restrict it to my own country and be done with it. (Being from USA, that still equals a huge portion of the site's users anyway.)

Where did you get the 15% threshold from? I thought it was 10%.

Edit: the 10% refer to gifting to a country with HIGHER price. Steam LOVES to cash in on you if you gift to a country with a much lower price than you have.

Thanks FateOfOne and Luckz, I insisted on accuracy as I'm gifting via Steam quite often and wanted to be sure there aren't unforseen "complications" which would require a giveaway deletion or "not received" from the winner. To figure out those Steam regions is trouble enough already.

As you can see on https://i.imgur.com/flOKvSL.png (which was already linked as well), the number to look for is not 10% but 15% or 13.04% - depending on whether you are the sender or recipient.
If you are creating a giveaway for a Steam Gift you will buy the winner, you have to exclude countries where the price is at least 15% higher.
If you are asking your friend to buy you a game, it can't be more than 13% cheaper in your friend's country.
Just replace the 10% that you have in your memory with 13% and you're done.

But also wow, this has ruined my day (not actually, this is pretty sad though). With the USD now being even more atrocious than it was before, I can't even gift Europeans during the Steam Summer Sale? I tested this with a European friend and it indeed gave me the region error when I proceed to checkout. I'll need to find publishers that don't do 1:1 for USD to Euro pricing since I'm not region locking my giveaways and having issues more often than not sounds like a headache.

I just updated the OP to provide a more accurate description of things. Yeah, the whole gifting on thing on Steam can be a bit of a pain, and it's even more of a pain since we can't reroll due to region locks.

You can still send a gift card with the amount needed by the winner to buy the game him/herself. Just be aware that after you add the winner, there is a 72h cooldown before sending the gift card. I'm not sure it's a viable solution but it can help if necessary.

It was in 2016. Problem was you could keep games bought as gifts in your inventory indefinitely. This led to traders buying games for cheap during sales and selling them for a mark-up later. Steam/Valve was pressured to change the situation by devs/publishers and could make more money in the process win-win.

Yeah, might be a nice feature if the forum software can do it. You just have to be very selective with what gets pinned. I have been on forums with 10+ stickied threads where you actually have to scroll to get to the first new thread.
Also, maybe copy this thread to the Help sub forum as well?

Just google "steam regional alt accounts" and read any reddit, Steam community, or SG thread on the topic.
To summarize those threads, it's a great way to get every account involved quickly banned. Valve's so strict on region stuff that many users have recommended not buying stuff at all while travelling, and clearly communicating to Steam Support prior to any permanent cross-region move.
As for even lightly suspected regional alts, their rule of thumb seems to be "ban first and if they really want they can contact us and try to justify the situation, but we're steam support so we'll make that process as difficult as possible", so even if you aren't exploiting anything, regional stuff isn't exactly a great idea to fiddle with. And if you can't justify the situation.. yeah, y'know, a better idea might just be to set up a completely separate computer with permanently enabled VPN and a completely seperate account, and just never cross-contaiminate.
Though that's a ton of effort and expense for saving just a few dollars (if you can even manage that, after currency exchange fees)- especially since one of the main things Steam checks is payment method, meaning you'd pretty much exclusively have to be recharging in gift cards, but I'm pretty sure they changed it so you need to make at least one non-gift card purchase/wallet infusion on an account to even be able to purchase with gift cards, so you'd still need to find a way around that..
I mean, in this day and age, with so many free and cheap games readily available, considering this is confusing to begin with, but when you add in Steam's draconian enforcement of region controls? Well, let's just say that deleting your account yourself would save you a lot of time and effort.. >.>

I know some of you are aware of this already, but many aren't.
So if you plan on gifting on Steam head over to Steamdb and check the pricing and see what's 15% or over, and these are likely who you won't be able to gift to. This percent is based on the data that SG member Luckz found out using Steamdb regional pricing data when attempting to gift Steam users in different regions. I've provided the pic below for those wanting to see it. Just to be clear the percent is not an official answer from Valve.
So now it's time to create the giveaway! When creating your giveaway apply the appropriate region lock tags provided through SG. For those that don't know about the region lock tags on here you want to check ones you can gift to, not vice versa(this mistake sometimes happens). Please remember to take into consideration sales times and that the winner has 7 days to redeem the gift, so plan accordingly.
Hopefully this thread will help some of you who weren't aware of any of this previously. :)
